远离了刀头舔血的黑道生活，前隼会成员翼彦一（草彅刚 饰）在城市的一隅平凡度日。这一天，作为某超市收银员的彦一因一起抢劫案而和老年强盗茑井雄三（堺正章 饰）双双入狱。在对方的殷勤引见下，彦一重获自由后前去投奔极鹏会组长朝比奈道俊（宇崎龙童 饰），重新披上黑道的衣服。极鹏会敛财无度，甚至将魔爪伸向无依无靠的老人。他们大量向老年人发放贷款，待对方无力偿还之际将他们送入组织名下的老人院，从而骗取政府的养老金和救济款项，继续对老人进行无止境的剥削。曾有过老人护理经验的彦一来至这家环境甚至比监狱还差的老人院。面对眼前肮脏的现状，他终于按捺不住决心改变这里的一切，然而却必须承受来自组织以及政府的双重压力……
