警方设立一个名为“2002”的部门，强暴专门对付祸害人间的游魂野ccc。部门内潮是拥有阴阳眼的人类，强暴Sam则是个鬼魂，整个部门便由这一人一鬼组成。期间他们遇到了形形式式的加害人类的鬼魂，并一一收复了。后来潮受死去的四婆所托，帮忙照顾住院中的孙女Rain。潮爱上了医院中的一名护士。但他要专心与Sam一起对付水鬼，这场争斗将决定他们的生死。
