反塔罗斯军团袭击了银行，大师还偷走了电王的巴士，大师妄图统治全世界。为了打到恶徒，“电轨署”成立了，桃塔罗斯等人干劲十足地开始了调查。警视厅派来了铃木刑事负责此案，铃木是个很胆小的警察，让良太郎他们哭笑不得，但又不得不协助他的工作。一行人成功潜入反塔罗斯军团的秘密基地，不料中了机关，被困陷阱。侑斗侥幸逃了出来。而此时，反塔罗斯军团已经向国会议事堂发起了进攻。为了阻止他们，良太郎重披战袍。电王VS反电王，前所未有的壮阔大战拉开了帷幕……
