1887年，色吧色在西部某镇担任治安官的强（成龙 饰）忽然收到一封家信，色吧色惊闻看护玉玺的父亲被人杀死，玉玺失踪，妹妹铃（范文芳 饰）追踪犯人一路到了英国。于是强匆忙奔赴纽约，寻找老友罗伊（欧文•威尔逊 饰），强本想用上次得来的皇家黄金帮助自己，岂料风流兼吹牛成性的罗伊早将黄金豪赌一空，如今落魄成了一个偶尔卖身的侍应。强虽无奈，还是带着罗伊一起到了英国。先期抵达英国的铃跟踪仇人雷斯本多日，在后者身上，隐藏着一宗涉及清、英两国的重大阴谋。原来私生子出身的皇帝之弟吴超（甄子丹 饰），为了夺取皇位同雷斯本联手，抢夺玉玺计划发动兵变。匆忙赶到的强，为了复仇和家族荣誉，决定不惜一切阻止吴超。

The film starts with verse 67, “O somma luce…” and continues to the end. “O Somma luce” recalls the first words uttered by Empedocles in Danièle Huillet and Jean-Marie Straub’s 1987 The Death of Empedocles—“O himmlisch Licht!…” (O heavenly light!). This extract from Hölderlin’s text is also inserted into their 1989 film Cézanne.“O somma luce” invokes utopia, or better still “u-topos,” Dante, Holderlin, Cézanne… the camera movement, recalling Sisyphus, in the film’s long shots, suggests its difficulty.In O somma luce, with Giorgio Passerone’s Dante and the verse that concluded the Divine Comedy, we find at the extremity of its possibilities, the almost happy speech of a man who has just left earthly paradise, who tries to fully realize the potential of his nature. 回复 :1911年，北方革命党面临清政府和列强殖民统治者双重高压，无数革命者遭遇迫害，革命前景非常暗淡。为了鼓舞北方革命党人的士气，南方同盟会的革命领袖江中行准备到天津发表演讲。然而清政府的爪牙遍布天津卫各地，江中行此行凶多吉少。 然而江中行夫妇临危不惧,如约来到天津卫，一番浴血奋战后，革命党人张铁掩护夫妇俩甩掉了清廷爪牙的围追，却被纨绔子弟苏少阳的别克车撞伤，江中行伤势严重，终不治身亡。这个意外让张铁和其他革命党人不知所措。这时，张铁出了一个“馊主意“，让苏少阳扮成江中行（两人长相相似），保证演说顺利进行。苏少阳平时不好好读书，许多字不认识，续兰只能一句一句教。后来，袁世凯暗杀党到来，不择手段地阻止此次演讲，枪杀了许多人，江中行尸体被烧。苏少阳临阵脱逃，逃回家中，通过与父亲的交谈得知资产阶级剥削工人的实质。隔日，少阳看见江中行已死清明节演说不能继续的新闻，内心感触，回到破庙，进行演说前的准备。清明演说继续，刘孝武放出消息宴请江中行。张铁至大中华电台，请求为江中行直播演讲提供帮助。刘孝武紧随其后抵达电台，与台长罗女士交谈，说出江中行已死的消息，罗女士要求必须在演讲前见江中行一面，于是，苏少阳续兰不得不赴宴。在这次宴会上，少阳续兰与刘将军针锋相对，刘将军不得杀掉苏少阳，在罗女士的帮助下，少阳续兰顺利逃脱。少阳带人躲进自己家，被少阳父亲发现，少阳父亲要打电话报告军部，少阳不得已拔枪指着自己的父亲，因为他找到了自己存活的价值，少阳父亲最终同意。清明节当日，演说进行，袁世凯暗杀党到来，革命党抵抗，张铁续兰牺牲，众多人的牺牲完成了清明演说，群众也听到了演讲，深受鼓舞。最后，少阳继承了家业，带着家当支持革命事业，带着续兰的照片，终生未娶，一直活到九十多岁。
