回复 :西安电影制片厂,1940年,我国西北沙漠地区遇到了前所未有的大荒年,伊斯兰教民、道教信徒都以自己特有的仪式祈雨,苍天却无动于衷。当人们开始绝望的时候,一位外邦牧师千里迢迢来到这里,老天爷居然神奇地下了一场透雨,人们疯狂地冲出家门抢地播种,更多的灵魂成为上帝的虔诚信徒,但老天爷却没有再洒下一点雨水。人们彻底绝望了,不得不背井离乡去寻找能够生存的地方,牧师也要离开这块荒蛮的土地。一位牧羊少年目睹了这一切,他成为牧师在这儿的第一个朋友。40年过去了,在同一块土地上,当年的牧羊少年已是白发的马县长,他带领群众移峁填壑,兴修水利,但是严重的缺粮现状和艰苦的劳作条件,仍在这里制造着一幕幕惨剧。就在马县长深感工程难以继续的进修,从省城传来联合国粮农组织准备为贫困地区提供援助的消息,马县长再次兴奋起来。6年后,联合国官员贝尔曼先生来视察工程,他对眼前的变化感到欣慰。然而他发现马县长在施工中有违背合同规约的事实。省里为维护国际协议,被迫撤了马县长的职。马县长在回村的路上,终因心力交瘁,一头栽倒在故乡的土地上。贝尔曼得知此消息后,百感交集,他悟出,中国不仅是一个英雄的民族,也有着英雄的个人。在马县长的墓地,一位外国老人伫立着,他来寻找40年前的这块土地上结识的一位中国朋友。
